As the people of the country were still feeling the trauma and cost of war, the government decided to take care of its people, and consecutive governments have done so ever since.  Before the NHS began, people only contacted their doctor or hospital if they really had too, because of the cost, and it was many years later that people, growing up with an NHS people thought little of contacting the NHS for anything and everything.
